Recruitment is made under the Madras High Court Service Rules, 2015. In the previous cycle for this cadre (Notification No. 56/2018) a Personal Assistant to the Hon'ble Judges needed any Bachelor's degree in the 10+2+3 or 11+1+3 pattern, a pass in the Government Technical Examination in Shorthand and Typewriting in English at Higher/Senior Grade, and the Certificate Course in Computer on Office Automation of the Directorate of Technical Education; Personal Assistant (to the Registrars) and Personal Clerk (to the Deputy Registrars) needed the same with the shorthand and typewriting qualification in English and Tamil.

In the previous cycle for this cadre (Notification No. 56/2018) the band was 18 to 35 years for SC, SC(A), ST, MBC & DC, BC and BCM candidates and 18 to 30 for 'Others', with 45 years for in-service candidates of the Madras High Court Service and the Tamil Nadu Judicial Ministerial Service and 40 years for temporary Government candidates, relaxed under Section 61 of the Tamil Nadu Government Servants (Conditions of Service) Act, 2016; candidates from outside Tamil Nadu and Puducherry could compete only under the General category with no relaxation. Notification No. 71/2025 fixes this cycle's band and is the document to rely on.

Basic eligibility paths

  • Recruitment to the Madras High Court Service is made by direct recruitment under the Madras High Court Service Rules, 2015, through the High Court's Centralised Recruitment Cell.
  • The educational qualification must have been obtained in the order of study — SSLC, then HSC or its equivalent, then the Bachelor's degree — as Section 25 of the Tamil Nadu Government Servants (Conditions of Service) Act, 2016 requires.
  • Reservation follows the Tamil Nadu communal roster, including the Persons Studied in Tamil Medium and women sub-quotas set out post-wise in the notification.
  • In the previous cycle a candidate applying for more than one post had to send a separate application and a separate fee for each.

Selection process & syllabus

Selection stages

  1. 1Skill test of 100 marks — taking down dictation of an English passage for seven minutes at 120 words a minute and transcribing it on computer, with prescribed deductions for mistakes (previous cycle, Notification No. 56/2018)
  2. 2Only candidates who qualify in the skill test are called for the interview, and the High Court may set a cut-off above the minimum qualifying mark
  3. 3Interview of 15 marks with a minimum pass mark of 5
  4. 4Final selection on the combined marks of the skill test and interview, followed by certificate verification

Syllabus snapshot

  • This cadre is tested on a shorthand-and-transcription standard rather than a subject syllabus. The previous cycle (Notification No. 56/2018) set a common English passage for all three posts and a common Tamil passage where Tamil shorthand is required, with a published scheme for deducting marks for English and Tamil mistakes.
